Letting the user to write some notes for the problem as well

in the form page where the user is creating the problem they should also be given the option to write some notes for the problem with some editor tools as well

below the tags page they should have a comprehensive editor for making their small coding notes of snippets

also maybe change the size of the form when the user opts to write some notes
