static flatbuffers codegen doesn't place nice with external repos

Currently the codegen for the static flatbuffers API produces `#includes` with an `external/` prefix (when generating code inside of an external repo) which doesn't seem to play too nice; try to provide better options for specifying how include paths get generated.
