GET /voice/{userId}/exists + /face/{userId}/exists (cheap SELECT EXISTS, no inference).
PR #144 is green, blocked on review/admin-merge. Must deploy BEFORE identity #222
(until bio is live the probe 404s → UNKNOWN → safe legacy behaviour).

CPU-only host: rebuild is the GPU-less-safe digest-pinned path.
