Global Signed Chat

Add global chat with server-groups. The chat should be signed.
Use pluginmessages, optionally if really needed redis.

Maybe this works when sending the chat packet that the server sends to the client to the other server(s) and they to their clients

does not work

#sendMessage(SignedMessage, ChatType.Bound) also doesnt work, this only sents system chat messages
