Scope:

• Nx monorepo structure and workspace boundaries.
• pnpm, Node.js, TypeScript, ESLint, Prettier, and Commitlint standards.
• Core library conventions, shared contracts, error handling, schemas, and utilities.
• GitHub Actions baseline for linting, testing, coverage, labels, and repository automation.
• Docker foundations and local development documentation.

Exit criteria:

• The workspace installs, validates, lint checks, type checks, tests, and builds reliably in CI.
• Library dependency boundaries are enforced.
• Core shared primitives are documented and stable enough for service development.
