Proposal: add "Solidity versions affected" to every SWC article

SWC issues can be irrelevant on different Solidity versions. For example, SWC-100 is not actual for Solidity versions > 0.4.
If SWC pretends to be more like CVE registry (for example, https://www.cvedetails.com/cve/CVE-2019-1010306/), each article MUST include Solidity versions affected.
