After a reboot data directory is filled with rtcm3 and tag files. #523

Describe the bug
After a reboot if the rtk module where disconnected and file service is "on" the data directory is filled with rtcm3 and tag files.
To Reproduce
File service "on"
Power off
Disconnect module rtk
Power on
Directory /data quickly filling
Expected behavior
On reboot File service might be yellow (error) and no logs coming.

- RTKBase release number 2.7.0
- OS: Armbian 64bits, Trixie
- SBC: Orange Pi r1
- GNSS Device: Quectel LC29H
- Connection type: usb
