Degradation and complex-formation reactions exported without a compartment (SBML)

Production reactions are exported in SBML with compartment="Cell", but degradation and complex-formation reactions don't have the reaction-level compartment attribute. iBioSim sets it on every reaction, so the export does not match the iBioSim baseline on these reaction types.
