Create build and release pipelines in GH actions

Rust Operator plugin is not designed as a standalone CLI like the other plugins(Ansible, Helm) do.  So the release should be the GH release and the final tag per release. Each release will include the source code as GH provides default. No binaries or maybe we can provide the `operator-sdk` binary till it is accepted in the project hopefully.
