[Bug]: Server crashing

Bug Description

I'm using this mod in Cosmic Frontiers v0.7.3 (ResourcefulLib v2.1.29)
The server just crashed.

This bug is also observed in ATM10S, which is across the MC version and modloader, so I believe this is a ResourcefulLib's bug.

FYI, Gemeni hinted me that LOCALAPPDATA is not always present in some condition, and I tried to run echo $env:LOCALAPPDATA and got nothing in the web terminal.

Some how your system doesnt have LOCALAPPDATA environment variable set, which is a standard variable used by many mods and apps so it crashes as it cant find it, you can fix this by setting it manually but this should have already existed on windows you may have used a tool that deleted it incorrectly

My web panel for MC servers is auto-runned by Task Scheduler, which somehow causing LOCALAPPDATA missing. (According to Gememi, LOCALAPPDATA is a user-spec env var, which may be the cause)
ResourcefulLib is the first mod that have such crash.

I hope you can somehow fix this like fallback to a local folder.

I will look into a solution for choosing alternative paths but for now you can declare the environment variable yourself
