Add aoa-python-sto-base for STOs

We should also create a separate base image aoa-python-sto-base for STOs.

All the library versions must match with whats available in Teradata. We don't want to have to use older library versions in the main base image so best to keep a separate one. We need to get a list of the libraries and versions available

Note we'll also need to create a conda env for this in the JupyterLab image

@willfleury JupyterLab image has the proper kernels for STO #24
and the demo models have already the required libraries and versions in the requirements.txt, I guess we can just close this issue. Maybe we can just add a note in the docs, specifying the correct libraries and versions for the STOs.
