Implement the pre-push hook

This needs to be implemented. It's actually a little awkward since you can push commits that you don't have checked out, so you don't necessarily want to lint the on-disk files. I need to check what `pre-commit` does in this case. I think we should probably error.

Eventually since we have the virtualised filesystem we'll be able to actually lint the correct files without even checking them out.
