Weather seems out of sync with players.

Describe the bug
Basically i went to server, put toggle dynamic weather off, set time to 12.00 and put weather to neutral. After like 2 mins my friend had rainy weather.

To Reproduce
Steps to reproduce the behavior:

1. Go to weather options, put dynamic weather off
2. set time to 12.00
3. I put weather to neutral (has happened before also with clear weather.)
4. Some clients seem out of sync.

Expected behavior
I expect the weather to be in sync with all players

Usually, a Graphics issue. Neutral has rain for some people and no rain for others.
