Organize commands by cog/utility and apply permission-based filters to display them only to relevant users

Group related commands under a single name so they appear together. Each group should use a clear prefix. Show commands only to users who are allowed to use them.

Example:

• Moderation commands grouped under mod:

  • /mod timeout
  • /mod kick
  • /mod ban
    → Only visible to moderators
