Arrow crafting moved to fletching table

Quite straightforward, really. The vanilla Fletching Table has no functionality at all, and I thought it would be much more logical for one to craft their arrows there than on a workbench used for forging other tools & armor. Besides that, it would easily be a better functionality for the fletching table than many other mods which try to give it functionality.

honestly, adding a usecase for the fletching table doesnt sound bad, will be part of the next archery update, but i wont remove the ability to make arrows in the workbench for compats sake
