investigate the parameters that would need to be changed in the hdf files (or any other files) to shift the time window to a different date time.
Mostly everywhere time is relative. In Observed Flows and stages the date is written as a string (not sure if it is used).
the objective would be to have ras be able to run based on data that might be from a different time range but of the same duration.
Next goal would be to have a different duration time window - this may be a bigger challenge.
