Update ulab to 6.12-2D

Hello Adafruit team,

The internal ulab in CircuitPython is still based on version 6.5.3 from 2024. Version 6.12 from 2026 is now available.

Would it make sense to update ulab to the latest version in future CircuitPython releases (>=10.3.x)?
