Create MCP Server for mGBA

Creating a MCP server for mGBA io will go a long way towards implementing a fuller solution for LLM tool usage. This will streamline development and allow other developers to contribute better.

AFAIK no-body has made a MCP server for mGBA but it can be done via interfacing with mGBA http

Just a heads up, Claud plays Pokémon and the Gemini plays Pokémon are using images then a path algorithm for movement, I don't believe they are reading from memory like you've said or implemented any map for such.
