I was unable to reproduce your issue. I installed akamai cli 2.0.0 on windows and then I was able to upgrade using exact same commands. Can you please try reinstalling it?

Could you please tell me location of the binary? Double check if there are no duplicates, and if your user has appropriate permissions depending on the location of the binary.

To get path to binary you can run simple command: if you are using Command Prompt usewhere akamai, in case of Powershell use Get-Command akamai.

Unfortunately I was unable to recreate your issue - I installed akamai 2.0.0 to C:\WINDOWS\system32, and then I ran akamai upgrade using PowerShell as an Administrator and it upgraded without any issue.

Can you please try those steps:

1. remove manually C:\WINDOWS\system32\akamai.exe
2. check if there is not another installation of akamai cli in PATH using either where akamai or Get-Command akamai

If there is another installation, try checking its version and update if it is still at 2.0.0.
If there is none, install akamai cli again.
