`@multitool//tools/uv:uv` is not a toolchain

This apparently breaks bazel cquery:

ERROR: […]/tools/BUILD:47:10: in toolchains attribute of genrule rule //tools:bazel_env.helper_genrule.uv: '@@rules_multitool++multitool+multitool//tools/uv:uv' does not have mandatory providers: 'TemplateVariableInfo' or 'ToolchainTypeInfo'. Since this rule was created by the macro 'bazel_env', the error might have been caused by the macro implementation

Resolution may be as simple as removing it from toolchains in bazel_env; the binary is already included on the path by way of MULTITOOL_TOOLS.
