add FOSSA license scan badges

I'm with FOSSA. Our service scans popular open source projects for license violations to keep them and their users (esp. from larger companies) clean. Currently, the maintainers of Webpack, Terraform, ESLint, containerd (Docker) and more depend on us to build trust with their community. You may have already seen our badge around, but it looks like this:

I spotted jquery-scrollto as a great project that could benefit from this, and I wanted to see if we could offer our service for free to help support it, and your other projects.

Seems that project sends pull requests for the badges - is there a way to turn this off? As that will be hundreds of PRs that will be closed, as the badge will appear automatically on our projects as we use Projectz.
