Remove (obligatory) datalad from tests #10
Description
The Windows tests take 3-4 times as long as the others, due to the need to install git-annex and datalad. It would be better to create one cache on Ubuntu that is then used to provide the datalad dataset to the downstream CI nodes. Ideally we would be flexible and allow users running tox locally to let datalad run if needed.
