Implement version check with notification

Problem Statement

For PoSh modules there is no real update mechanism or notification procedure.
Due to ongoing developments, improvements or fixes it would be great to have at least some kind of version check check and notification available.

Proposed Solution

Show info / warning message on import (or invoke) of IdLE module if new version is available.

Alternatives Considered

Some kind of setting / config to avoid this (online) check.
