Package and dogfood the coherent Codex plugin bundle

Context

Mimir should not publish a standalone checkpoint skill without context. The Codex-facing public artifact should be a coherent plugin/workflow bundle that includes doctor/setup/checkpoint/context guidance while preserving librarian-mediated writes.

Scope

Finish and dogfood the plugins/mimir bundle as the official Codex-side workflow package candidate.

Acceptance Criteria

• Plugin manifest and bundled skill/docs are internally consistent.
• Install/dogfood instructions cover Codex app/CLI plugin flows where supported.
• Verification includes mimir doctor, mimir setup-agent doctor --agent codex, mimir context, and checkpoint draft submission.
• Docs explicitly state the plugin submits drafts and does not write canonical memory directly.

Guardrails

Do not publish individual Mimir skills as standalone products. The public artifact should represent the full Mimir workflow boundary.
