Decide where to put the link to the Scope Issue

Problem description
the Wiki release tracker is no longer used going forward. The question is where to put the link to the scope issue.

Possible evolution

• add defining the Scope issue as the second item of the new the checklist (also in the Release Issue).
• put the link to the scope issue in the Release Issue
• update the readiness checklist documentation accordingly.
