Feature: Implement Hetzner cloud

This issue is primarily created for any questions, which I might encounter on my journey of implementing the Hetzner cloud.

First question I have so far is: 

How do you define an “image”?

Our cloud uses this for **backups, snapshots, and also some ISOs**.
I guess that “image” in `delete_image()` means backup, right?
