automation: issue comments are no longer being deleted

• This permission was accidentally dropped in fix: drop main-branch.yml/feature-branch.yml workflows in favor of branch.yml #3

Expected Behavior

A clear and concise description of what you expected to happen.

• This was working prior to fix: drop main-branch.yml/feature-branch.yml workflows in favor of branch.yml #3

Steps to Reproduce

Steps to reproduce the behavior:

1. Open a PR
2. Push commit and wait for tests to run
3. Wait for teardown step, which reports success in comment deletion
4. Comment is still there

I've tried adding these permissions here and in the permission blocks of the top-level workflows in this repo, but to no avail
