Description of the bug

CO survivor on atlan station does not understand or speak Russian language whilst being the admin of a Russian station.

What's the difference with what should have happened?

He very much should know how to speak and understand Russian

How do we reproduce this bug?

1. load atlan
2. spawn as CO surv
3. Realise that majority of survivors speak russian and that you cant understand what they are saying

commit fixing this (they had no languages set at all lol) will go up soon, sorry

Edit: This should be fixed now, CO surv was given languages and the TM was updated :)
