Debug Service v3 - wrong error message when trying to set an SEP when the program library does not exist

Trying to set an SEP on a non-existing program in an existing library works OK - it issues the correct error message:

However, trying to set an SEP when the specified library does not exist shows a seemingly incorrect message:
" The TCP/IP network connection to LOCALHOST was dropped."

I can reproduce this problem. We will fix the problem in the next debug service update.

This issue requires a new API in a dependent component to check whether a library exists. The fix is not included in the debug service v3.0.1 update.
