Add a page that describes how do you become a speaker

We should add a page which describes a list of steps for a new speaker.

For example:
 - Each new speaker should send email to org
 - Each new speaker should fill out the document that describes his topic
 - Each new speaker should create a presentation
 -  Each new speak should send bio information and photo to the speaker's page
