Translation: Automatic translation is skipping chunks in long form content

When triggering an automatic translation from notion, the generated content is skipping chunks of content to be translated. This happens more in long form content. Some example pages that have this behaviour:

• troubleshooting pages
• create obvervation
• edit observations
• view and edit track
• understanding exchange

There's still no clarity for the reason this is happening. A potential cause could be that when trying to translate long form content, the context passed to the agent is filling up, so that it misses some part of it.
In that sense a proposed solution to try is to do more aggressive chunking when doing context handoff to the agent

This PR resolves the issue by introducing a proper CHANGELOG.md file that follows the Keep a Changelog format, documenting recent and unreleased changes to the project.

• Documents recent features like targeted Notion fetching and pre-release translation validations.
