ADR Suggestion Project serialization

Proposal

• BaseObject derived classes (will) have the default serialization implemented, using json format to store data, using to_dict and from_dict methods.

• Technique-specific libraries/apps can overwrite the serialization to suit the needs, e.g. diffraction will not use the easyScience module serializer but instead serialize to the cif file format
