Update calls to JobConfigWriter and specify additional parameters to constructor

These parameters are required for Classical calculations only: https://github.com/gem/openquake-server/blob/master/utils/oqrunner/config_writer.py#L334

Since we are demoing Classical in June, we need to update our production code which uses the JobConfigWriter.
