pw has not been ported to *BSD or Mac OS X

pw should be ported to work also on BSD and Mac OS X.

Hopefully much of the work is confined to changing the way other tools are called in lib/pw/functions.sh.

FreeBSD already has pw utility.
I think other BSD and MAC OSX has it too.
