GitHub Sync: Implement adding new comments on Reviewer side

Add the ability to add new comments(both Diff and Code) on the Reviewer side.
It should be implemented in the tools.reviewer.job.sync.ReviewerClient class.

Note: Before creating new Thread it's needed to make sure that the Reviewer doesn't already have the thread for the target line.
