The downloadable database files (dbSNP) need to have boilerplate in the headers indicating that this information is propriatary and free for academic use ONLY. There should be some wording available from the Stanford OTL (Office of Technology Licensing).
In addition to the files themselves there should be a disclaimer on the downloads page itself:
