Alan needs to put all of his utility scripts for converting ENCODE chip/seq (etc.) data into his propriatary database format. I suggest a "util" directory. It would be good if the scripts gave usage information if they failed.
It would also be a great idea to add any perl module dependencies to the package description in the root directory. I know that doesn't make any sense... but if there isn't one there should be.
