Adding a .github folder with issue and pull request templates for uniformity.
Describe the solution you'd like
The .github folder contains one subfolder: ISSUE_TEMPLATE and PULL_REQUEST_TEMPLATE.md. Inside the ISSUE_TEMPLATE folder, there are two markdown files: bug_report.md and feature_request.md.
Describe alternatives you've considered
Referencing other popular hugging face repositories to study how they have it setup.
Additional context
I've observed the effectiveness of uniform templates in enhancing collaboration and communication in general.
PS:
In addition to this proposal, I've noticed that both Sanchit Gandhi and Yoach Lacombe have made significant contributions to repositories such as diarizers, parler-tts, and distil-whisper. Inspired by their contributions, I'm interested in extending similar enhancements to those repositories by adding the .github files with issue and pull request templates. Before proceeding, I would like to confirm if it would be acceptable for me to contribute in a similar manner to those projects.
