Add an option to run the NPM build command in the action

The thing is, the reason I wanted this is so that I could have the HydePHP GitHub actions automatically compile the Tailwind classes on deployment, but I don't see how to do it.

I think compile_assets: true is a good key for this.

A workaround for now is to have a separate workflow that compiles assets on push.

Would be nice if we supported arbitrary build arguments then we could pass --run-prod
