rsr-profile.a2ml (capabilities) is declared, and the estate checker + policy landed in hyperpolymath/standards#391 + #392 (pure capability-gating). But arghda CI does not yet run it, so the scaffold can drift from declared capabilities silently. Add a CI step that runs the standards check-rsr-profile.sh against this repo's profile.
