Subject: [PATCH] chore: retire local issue/discussion templates -> inherit org
 .github canon

This repo's local .github/ISSUE_TEMPLATE (and DISCUSSION_TEMPLATE) duplicated the
generic templates now provided org-wide by hyperpolymath/.github. Removing the
local folder lets this repo inherit the canonical, richer set (issue forms +
discussion category forms). Reversible via history; no licence/header changes.
