Auto-apply the estate baseline (health files, settings, templates) to newly-created repos, and prune mirrors on deletion.
Do
- Cron-first reconciliation on owned compute (host-cron → bag-of-actions; NO metered Actions; runaway-impossible by construction). Detect new repos since last run → apply standards baseline via megasweep.
- GitHub App webhook only later if latency demands.
- Deletion→mirror-prune already tracked at bitfuckit#1.
