`jq` tag

When processing JSON files, jq utility often comes invaluable.
It is easy to add this program as an ad-hoc tag, but it would be even better if tempren had a specific tag for it (so users wouldn't need to specify "-r" flag for each invocation).
This tag should be only present if jq command could is found in the $PATH.
