feat: only mention users able to see the channel

Intersection should only mention the users able to see the channel the query was sent in. There should also be a command to bypass this.

Okay, so I can see an issue here. We don't care if we happen to mention users who can't see that channel, but we do care if we mention someone that we shouldn't. This would require unionize_sets to need to have another input: the need to mention set, and the can mention set. The goal of that algorithm would change to mentioning everyone in the need to mention set, and optionally mentioning people in the can-mention set, only if it provides a better result.

I think this result would be attainable by allowing sets to pass the initial filter which are a subset of the union of can mention and must mention, but only checking the total size of the set relative to must mention, which would again convolute the algorithm further. This may not be worth it.

Further questions:

• Could this confuse users, assuming the total mentions is an exact match?
• Is this worth it for the project?
