What are the steps for the online test? Is it to download the test dataset, then run test.py to save the JSON file and upload it?

The procedure is correct, that is, performing inference, saving the results into a JSON file, and uploading it to the online servers; however, test.py is not suitable for this purpose. I suggest doing a modified version of the demo.py that supports your needs (such as loading to JSON and performing inference on the online testing dataset).

Be careful, the online test is not the same as the offline test set, please refer to the official COCO website
