The day after the user's account is created, or if the user has received no emails previously (which will be the case when we initially set up the system), send them an email titled "Bills you might be interested in."
- The bills linked do not actually need to be based on previous user expressed interest or reading patterns. They should be popular bills far along the legislative process, or bills that have had changes the most recently.
- The user should also be shown if their selected representative or senator has made any statements on a bill recently. If the user has not selected their representative, a link to the "select your representative" page should be shown, where they can type in their zipcode and select (this is already built on our website).
- The email should include some of the same layout/coloring as the current CivicConnect website. The brand kit of the website should be continued into the email.
