Update dependencies

This one's more about the Dockerfile. Should get the following treatment:

1. Update Python version
2. Update Python image (maybe just use root image instead of specifying base OS version)
3. Update apt-get-installed deps, or add tracker for their version updates (or don't specify version and stick to latest).
