The program does not start

I am using Windows 10 Enterprise 10.0.19044. Program is running background and only using cpu about 25%. I used compatibility troubleshooter and it gave me this error.

Try using the Development Guide using conda instead, hopefully that works for you.
I'm not longer working on this project and have discontinued it.
