Current Behavior
Insert Rows Above, Insert Rows Below, Delete Rows is only available in the right-click menu when right-clicking on the Row bar in the sidebar.

Common row controls like Insert Rows Above, Insert Rows Below, and Delete Rows is available in the right-click menu when right-clicking on any cell.
Why is this needed?
Pure convenience. I find myself right-clicking on a cell to delete a row all the time, then remember I need to right-click on the Row bar in the sidebar instead.
