RFC: Transfer TorchSpec to lightseekorg

Rationale

1. Maintainer Alignment
   Current maintainers (Fred, Yinghui, and Mooncake maintainers) are aligned and support this transfer.

2. Unified Infrastructure
   lightseekorg provides shared CI/CD and GitHub secrets, reducing duplication and simplifying management.

3. Ecosystem Benefits
   LightSeek Foundation is a PyTorch Foundation Silver Member, enabling better visibility and easier coordination for releases (e.g., PyTorch blog updates).

Impact

• Minimal risk; GitHub redirects will preserve existing links
• Improved efficiency in development and release processes

Plan

1. Execute repo transfer
2. Verify CI/CD
3. Update docs

Conclusion

A low-risk change that improves efficiency, governance, and ecosystem integration.
